Linking elements to outcomes of knowledge transfer in the project environment: Current review and future

摘要: A project is a specific effort to create a unique product, so it is a favorable place for knowledge creation and development. Knowledge can be transferred inside and outside projects and their parent project-based organizations, thus affecting project performance and organizational competitiveness. However, the current research on the elements and outcomes of knowledge transfer (KT) in the project environment lacks completeness and clarity, and that on the different levels of KT is fragmented. This study aims to conduct comprehensive research to determine and link the elements and outcomes of KT in the project environment. The authors systematically analyzed the relevant literature from 2000 to 2021, which showed an increasing publication trend. They divided KT in the project environment into three levels according to the transfer scenario: Intra-project, cross-project, and cross-organizational KT. Five-dimensional transfer elements and two-dimensional transfer outcomes were then identified and analyzed from previous literature. Lastly, the relationships between the transfer elements and outcomes were gathered to create a comprehensive model. Importantly, the knowledge gap in the current literature was highlighted, and future research directions were put forward. This study builds a theoretical framework linking transfer elements to outcomes that can serve as a basis for scholars and practitioners to develop effective strategies for KT in the project environment.

Strengthening Project Management to Attain Overseas Blocks with High Potential for Exploration

摘要: New overseas venture evaluation is key for oversea exploration of Chinese oil companies, whose credibility directly determine the degree of success of exploration for overseas blocks. The uniqueness of new overseas venture evaluation in short assessing cycle and limited data make project management vital. Project management includes human resource allocation, quality control and effective communication. In China National Offshore Oilfield Corporation (CNOOC), the new overseas venture evaluation system has been established. This system includes quality control system and assurance for new overseas venture evaluation, geological evaluation norms for overseas oil & gas exploration, regulations for new overseas venture evaluation and seismic interpretation methodology and procedure for new overseas venture evaluation. Directed by the new overseas venture evaluation system, three-level quality control and management of data-room visit are strictly reinforced, which guarantees the efficiency and quality of new overseas venture evaluation. As a result the new overseas venture evaluation boosts the development of young explorationists and leads to breakthroughs in exploring potential target areas of CNOOC and in the discovery of giant oil and gas fields, which underpins the development of overseas business in CNOOC.

Organizational evolution of project management teams over the whole lifecycle of megaprojects: Case study

摘要: Project management teams are critical in the implementation of megaprojects, but their evolution throughout the project lifecycle has not been clearly explained. This paper explores the organizational evolution of megaproject management teams through a longitudinal retrospective case study of the Hong Kong–Zhuhai–Macao Bridge (HZMB) project. The organizational evolution is examined in terms of management objectives, management content, and organizational structure. The organizational evolution of the HZMB project management team exhibits stage differentiation with the coexistence of turbulence and stability. Changes in the external environment are the driving force for organizational evolution, whereas a flexible organizational strategy is critical in promoting this evolution. Basing on the HZMB case study, this paper summarizes six critical measures that facilitate the organizational evolution of megaproject management teams. Our findings add value to megaproject management theory and provide a better understanding of the dynamics and complexity of megaproject organizational management.

Large Scale Infrastructure Projects: The Art of Project or Change Management?

摘要: Although it is generally understood that change is a fundamental component of managing projects in the construction industry in general and an inevitable challenge for large scale infrastructure project in particular, there has been little to no attention in the literature to understand change in this context from a more holistic perspective. For this purpose, this work looks at change through the eyes of a framework of six batteries of change that seem essential to charge an organization’s capabilities for change. The framework brings together the expertise of four specialists that all have developed their insights over many years of study and practice, and has been validated through an extensive review of the management literature on organization development and change. Reflections on the application of this model in the construction industry and in large scale infrastructure projects demonstrate that energizing organizations to successfully deal with change goes beyond the traditional techniques of managing change from a program or project management perspective. Assessing the six batteries of change in this context can help organizations to develop capabilities for change that build change energy by balancing formal/rational methods with informal/emotional interventions at both a local (department/subproject) and global (business) level.

Ecological Risk Management of Drinking Water Project: The Case Study of Kunming City

摘要: Following rapid infrastructure development and industrialization, the problems of water pollution and water shortage have become more severe. Whether there is safe drinking water in cities has attracted wide attention. The ecological risk management of drinking water project is an important means of ensuring the safety of a drinking water source. Based on ecological risk assessment and management theories, this paper establishes an ecological risk management model and assessment system with the aim of providing theoretical guidance and scientific basis for formulating a policy on the safety and protection of drinking water sources in a city. Kunming is one of the cities plagued by severe water shortage in China. Its ecological risk management of drinking water has attracted the attention of both the local government and the public. Using Kunming as the case study, this paper conducts a comparative analysis and assessment on three major reservoirs that face ecological risks. It highlights the existing problems and gives helpful suggestions.

Strategic Project Management to Use the Grand Challenge Scholars Program to Address Urban Infrastructure

摘要: Throughout the world, infrastructure to support cities is critical to support sustainable and responsible economic development. This can include new infrastructure projects in the case of growing areas. It can also include the renewal and upgrading of existing infrastructure in areas that have been inhabited and already developed. Infrastructure includes roads, bridges and transportation systems; power grids and energy service; internet and telecommunications; and water and sewer services. This development can be part of a system of systems, in which government, industries, and universities can contribute knowledge, skills, and abilities. This paper will investigate the strategic project management taken by one university to provide an academic experience that will prepare engineering students to address several of the Grand Engineering Challenges of the 21st Century, as identified by the US National Academy of Engineering. The challenges relating to energy, water, information, and urban infrastructure can be approached using the functions of teaching, research, and service. By approaching the challenges strategically, resources of faculty time, student effort and laboratory facilities can be leveraged to achieve greater results. This case study will describe the efforts and results to date and identify opportunities for future growth.

Building of Post-project Management

摘要: Traditional project management often ignores problems arising after project completion such as value changing, functional decline, waste of resources and environmental pollution during the operation and dismantling process. This paper advances the concept of “post-project”, builds a framework for post-project management with case analysis, as the social development and new requirements for project management by environmental protection. Post-project refers to a project which no longer possesses normal value, because of loss after use, inability to adapt to new requirements, artificial destruction, damage beyond control, and deprivation of value after the completion of the project. Post-project management encompasses a series of management and technical activities including updating, reforming, removal, recovery, and recycling. The process of post-project management is composed of classification and characteristics of post-projects, management decisions, implementation, and evaluation. Post-project management can realize the sustainable development of project and society.

Meta-synthesis management framework of a complex project: A case study of the deck pavement project of

摘要: Innovative technology and deep uncertainty during the design and construction process of complex projects introduce great challenges to their organization and management. The traditional methods, represented in the project management body of knowledge (PMBOK) guide, can solve systematic problems; however, they cannot solve complex problems. Based on the management practice implemented in the deck pavement project of the Hong Kong-Zhuhai-Macao Bridge (HZMB), in this work, we propose a meta-synthesis management framework for a complex project from the perspective of the science of complexity. The method deems that the complexity of the project has the characteristic of being multi-scale both in the design phase and the construction phase. These problems can be classified into different categories, each of which requires a different strategy. As a result, it is first necessary to adopt the “exploration” strategy to reduce project complexity and to transform the deep uncertainty problems into systematic problems. Then, the “exploitation” strategy should be used to apply the PMBOK and other traditional methods to achieve the design and construction goals of the project and to improve its efficiency. More specifically, in the design phase of a complex project, the “innovative integration” process is used for the exploration of the new engineering technology and knowledge; then, the “functional integration” process is employed to define the system architecture, the interface relationship, the technical index, and other functions. In the construction phase, the “adaptive integration” process is used for the construction of the engineering organization system; next, the “efficient integration” process is employed to improve the actual construction performance. The meta-synthesis management framework proposed in this work reveals the multi-scale principle of solving complex problems in the management practice of a complex project, and develops the methodology of meta-synthesis.

Project management maturity in construction consulting services: Case of Expo in China

摘要: For many years, project management maturity models (PMMM) derived from the software industry have brought immeasurable benefits. However, the adoption and investigation of PMMM in the construction field have been weak and insufficient, particularly in construction consulting services (CCS). Moreover, professionals have gradually realized the importance of non-process factors (e.g., teamwork, culture, leadership) in the evaluation of PMMM. This study describes the construction of PMMM for CCS that considers non-process factors and combines them with CCS-specific process factors. To verify the effectiveness of the proposed model, we conduct a case study on the overall project management consultancy for China’s 2010 Winter Expo. The results would fill in the PMMM research gap in CCS and provide practitioners with ideas to improve their performance.

System dynamics analytical modeling approach for construction project management research: A critical

摘要: Building and infrastructure construction projects can be viewed as a complex system consisting of many subsystems. Over the last two decades, considerable researches that use system dynamics (SD) as an analytical and modeling approach exist to address construction project management issues. However, only few critical reviews have been conducted to provide an in-depth understanding of SD application in construction project management. Moreover, many studies have failed to apply SD accurately. Therefore, the present study aims to gain an understanding of the current state of play and future directions in applying SD method in construction project management research, by undertaking a comprehensive review of 105 relevant articles published from 1994 to 2018. These articles are analyzed in terms of annual publication rate, key papers and their contribution, critical issues in SD application, and research topics. A significant increase in the number of publications in the last five years has been observed. When applying SD method to model construction system, the following aspects must be carefully considered: Model boundary, model development, model test, and model simulation. In addition, SD has been applied in a wide range of research topics, including (1) sustainable construction; (2) design error, rework, and change management; (3) risk management; (4) resource management; (5) decision making; (6) hybrid modeling; (7) safety management; (8) PPP project; and (9) organization performance. Based on the review findings, this study discusses three future research directions, namely, integration of SD with other methods, uncertainty analysis, and human factor analysis. This study can help researchers gain an in-depth understanding of the critical issues in the application of SD in construction management and the state-of-the-art of SD research.
